The name appears on the punch code list that's hung on the walls in numerous locations at Rye Golf Club all year long. The name is that of a family member of City Manager Scott Pickup's administrative assistant, Eleanor Militana. That person can also be identified by an assigned RGC employee punch code ID of 689. Their name is listed under the heading of Pool Employees and the sub-head of Seasonals–as in seasonal City of Rye employees. However, the name of the employee with punch code 689 doesn't appear anywhere on the city's payroll of RGC employees for 2012 or 2011–posted by Mr. Pickup months after it was required to be, by law.
There were 41 other employees names listed on the same punch sheet (here) as RGC employee #689. LD10580 was able to match 39 of them to the city payroll, and 1 other to RM Staffing's invoicing (Godfrey Bauer, one of the few RM staffers whose first and last names appear on RM's invoicing).
The only employee on the list whose name cannot be positively identified through city payroll, or RM Staffing invoices, is the family member of Mr. Pickup's personal assistant. View payroll: 2012, 2011(1) (2)
PAYROLL? WE DON'T NEED NO STINKING PAYROLL
A second family member of Mr. Pickup's administrative assistant has an on-line social networking page. Therein, is a description of what type of work they've done: "Whitby Castle, Event Coordinator".
Internal golf club documents reviewed by LD10580, showed this person did work at RGC, and that their employee ID was #5249. They worked at RGC in "Golf Operations" as early as 2008.
Like RGC employee #689, #5289's name can't be found anywhere on the city's payroll of RGC employees from 2008 to 2012, again, released by Mr. Pickup after much ado.
IS MR. PICKUP CONCEALING THE TRUTH, AGAIN?
Mr. Pickup and his administrative assistant would certainly know where members of her family worked at Rye Golf Club, how much they were paid, and who paid them.
How can it be that both of these employees do not appear on city the payroll? If they didn't work for the city who did they work for? RM Staffing? Where they paid in cash?
SKIN IN THE GAME
Mr. Pickup has skin in this game. He makes upwards of $177,000/yr. Ms. Militana, around $90,000. He was the Assistant City Manager in Rye from 2005 until June 2010, when he was promoted to City Manager.
Mr. Pickup, as per his job description, is responsible for the entire operations of the city, including the golf club. He is responsible for Scott Yandrasevich. He owns the RM Staffing scandal. From the City of Rye website:
The City Manager is the chief administrative officer of the City and is directly responsible to the City Council. The Manager is available to the citizens of Rye for assistance in any matters relating to City services. Duties include supervising and coordinating the work of all City departments, preparing the tentative budget, hiring personnel, and purchasing. The Manager provides regular and special reports to the Council and works with City officers, boards, and commissions appointed by the Council. The Manager serves for an indefinite term, at the pleasure of the Council.
Mr. Pickup looked RGC members in the face and lied to them, telling them Corporation Counsel Kristen Wilson vetted the relationship between RM and RGC when she didn't. He said the entire deal was above board and legal.
Scott Pickup knows the answers to all the questions this situation raises. Who, what, where, when, how.
If the man who runs the city is not sure himself, he can simply ask the woman who sits outside his door everyday.
WHAT DID HE KNOW AND WHEN DID HE KNOW IT?
It's about time somebody asks Mr. Pickup, "Quite frankly, Scott, what did you know... and when did you know it?"
Until and unless that happens, it will be impossible for the members of RGC to truly take their club back.
